Create a Snow effect in photoshop cs5

Every body we love take a picture and we need this picture edit with many effect.Now I want to know how can you snow effect with a picture...see below

1st select a picture which one you want edit



Select layer Go to solid color and select black color

Go to filter - Pixelate – Mezzotint

Select coarse dots then press ok

Select New layer goto Iamge - Adjustment- Levels

Adjust the value

Select New layer goto Screen

Again Select layer Go to solid color and select black color
Go to filter  - Pixelate – Mezzotint
Select coarse dots then press ok
Select New layer goto Iamge - Adjustment- Levels


Then Go to filter  - Pixelate – crytaliize
